Literally translates as (I = "truth", setsu = "discovery"). Known as the city of Lumitek. While residing on relatively small amounts of land, this city spreads upward into the clouds rather than outward like every other city. Lots of the Lumitek itself allows for the structures to be built this way. All the latest-greatest inventions and wonders of the world (often beyond the wildest imaginations of peasants in other parts of the world) came from here. Generally admired by most of the world, but lamented by those with an understanding of where its power comes from. The use of all other forms of Anima are highly illegal here.
